Create the complete project folder structure exactly as defined in the approved Sprint 0 Execution Plan.

Generate:

- Directories
- Empty placeholder files (.gitkeep where required)
- Root README updates (if required)
- Root .gitignore (if required)

Do NOT create:

- PHP classes
- Controllers
- Models
- Services
- Configuration files
- Database connection
- Router
- Middleware

After implementation provide:

1. Summary
2. Folder Tree
3. Files Created
4. Acceptance Criteria Verification
5. Any deviations from the documentation
6. Definition of Done checklist

Do not continue to INIT-002.
